Actually, the guy in front of the two, shouldn't be in front of the two in the first place. He should paddle clear of where people are riding well in advance to avoid collisions.
I disagree. While people paddling out should do everything they can to avoid being in the way, riders of the wave have much more control and ultimately should be the ones held accountable for riding close to paddlers.
